In order to maximize human performance, defence forces continue to explore, develop, and apply human performance enhancement (HPE) methods, ranging from pharmaceuticals to (bio)technological enhancement. This raises ethical, legal, and societal concerns and requires organizing a careful reflection and deliberation process, with relevant stakeholders. We discuss a range of ethical, legal, and societal aspects (ELSA), which people involved in the development and deployment of HPE can use for such reflection and deliberation. A realistic military scenario with proposed HPE application can (...) serve as a starting point for such an iterative and participatory process. Stakeholders can discuss this application, modify its features, and design appropriate processes around it – for instance, procedures for informed consent. We propose that organizing aspects into these three categories – ethical, legal, and societal – can help involve appropriate interlocutors at different moments: legal aspects with people in strategy or management roles, from the start of a project; ethical aspects with people in operations and medical roles, during development; and societal aspects with people in communication and personnel roles, during deployment. The ongoing conflict in Ukraine constitutes a poignant reminder of the enduring relevance and potential devastation associated with nuclear weapons. For decades, the possibility of such catastrophic conflict has not seemed so imminent as in the current world affairs. -/- This contribution presents a comprehensive analysis of nuclear strategy for the 21st century. By examining the evolving geostrategic landscape the talk illuminates key concepts such as nuclear posture, credible deterrence, first & second strike capabilities, flexible response, EMP , variable yield, (...) counterforce & countervalue, limited war and escalation dominance, thereby providing a nuanced understanding of the delicate balance of power in the nuclear arena in modern conflicts. Furthermore, it concentrates on the era that started with the war in Ukraine, offering insights into how recent geopolitical developments influence nuclear doctrines. -/- Through conceivable real-world scenarios, we gain perspective on the multifaceted challenges posed by newer technologies and potential escalation dynamics involving global nuclear actors. -/- Such scenarios include: -/- 1. A non-weaponised or sub-critical test within Russia to intimidate opponents into understanding Russia’s resolve and capabilities. Prior norms have restricted testing since 2000, apart from North Korea. In case of a full surface test, Russia could detonate in uninhabited areas within its own vast territory with minimal fallout. While clarifying military strength, demonstrations risk hardening resistance without incentivising surrender. -/- 2. Coercive atomic threat to compel Ukraine or its supporters to make concessions. By leveraging the spectre of nuclear warfare, Russia could expect to achieve its objectives through intimidation and fear. However, the effectiveness of such a strategy is questionable, as it may provoke a strong international response and further galvanise support for Ukraine. -/- 3. Demonstration detonation over/under the Black Sea to signal resolve without targeting Ukraine itself; possibly amidst negotiations to gain diplomatic leverage, whilst limiting human casualties to zero or causing a mild, non-destructive tsunami. -/- 4. Ukraine could decide to launch a pre-emptive strike on Russian nuclear facilities or weapons, fearing an imminent attack. Such an action would have a high risk of failure and might even provoke a nuclear retaliation from Russia. It could also lead to a broader conflict, as neighbouring countries might feel compelled to intervene. -/- 5. Limited tactical strike against Ukrainian military or infrastructure to weaken capacity and morale. Russia’s 2000+ non-strategic arsenal could target positions using short-range missiles with 0.3 – 5 kiloton yields. Objectives like crippling Kharkiv defences might create no-go zones hindering advances. However, Ukraine might maintain drone and cyber offensive capabilities regardless. -/- 6. Electromagnetic Pulse attack designed to disable critical infrastructure in Ukraine and NATO countries without radioactive fallout. This aims to hinder the war effort and economy without provoking the same conventional military response as a blast. However, an EMP attack affecting NATO shall still be considered an act of war warranting retaliation. -/- 7. A weapon could be deployed accidentally or without proper authorisation. This could occur due to a technical malfunction, miscommunication, human error, or the actions of rogue elements. The consequences of such an event could be catastrophic, leading to a rapid escalation of the conflict and potentially triggering a global crisis. -/- 8. Sub-strategic offensive targeting NATO in the European theatre, so as to fracture allied resolve, against arms routes in Poland, Baltic stockpiles, British naval bases, American troop concentrations in Germany etc. Putin may perceive defeat or deposition as an existential threat, viewing such an option as self-preservation despite adverse consequences. -/- . This article analyzes two traditional approaches to teaching military ethics, aspirational and functionalist approach, in light of the existing technological development in the military. Introduction of new technological solutions to waging warfare that involve dehumanization, such as unmanned aerial vehicles, as well as employment of different technological tools to enhance humans participating in war and to improve military efficiency, not only bring to the surfaces the obviously existing weakness and inadequacies of the two traditional approaches to military ethics education, (...) which have been rendered suboptimal, but also raise new challenges. The paper argues that teaching military ethics solely from the two perspective does not meet the demands of the upcoming military technological revolution and that the future will demand a more profound and conceptual moral education of military personnel that will reassess the role of martial virtues, increase responsibility for killing in war and result in military professionals that resemble “a Renaissance man” in their philosophical outlook. Only by ensuring that all military professionals have been properly and adequately ethically educated, future armies, as well as entire societies, can actively aspire toward optimal armed forces structure, a more professional and efficient approach to military profession, and ultimately better and more responsible military personnel in total. Of all the scientific disciplines chemistry seems to be particularly concerned about its public image. Indeed, popular associations with chemistry range from poisons, hazards, chemical warfare, and environmental pollution to alchemical pseudo-science, sorcery, and mad scientists. Despite repeated campaigns for convincing the public that chemistry would bring health, comfort, and welfare, chemists frequently meet with hostility in popular culture. As student enrollment numbers has been shrinking, chemistry departments have been closed in several countries. Also in humanist culture chemistry has (...) a very low profile; philosophers in particular keep to their traditional neglect of anything related to chemistry. Of course, chemists have always been complaining about their low prestige, the lack of public acknowledgment of their achievements, and the misguiding popular associations with chemistry, such that we now have a long record of complaints of almost two centuries. More recently, in response to their public image, chemists have tried to launch slogans such as ‘green chemistry’ or even dropped the term ‘chemistry’ altogether and adopted more fashionable labels such as ‘materials science’, ‘molecular science’, or ‘nanotechnology’. Surprisingly or not, chemists have never translated their complaints into serious research programs to understand the public image of chemistry in its cultural and historical contexts. To be sure, chemical societies and, particularly, the chemical industry have commissioned many reports for promotional or marketing purposes. Yet, such reports usually scratch only on the surface and may well have recommended one or the other camouflage tactics. Even the recent boost of academic research in Public Understanding of Science (PUS) has virtually excluded chemistry and, instead, focused on topics such as ‘Frankenfood’ and genetic engineering. The failure to deal with chemistry in PUS studies is more serious than the traditional neglect in the humanities, because stereotypes of chemistry have dominated the popular image of science in general.. The human pathogen Vibrio cholerae exhibits two distinct lifestyles: one in the aquatic environment where it often associates with chitinous surfaces and the other as the causative agent of the disease cholera. While much of the research on V. cholerae has focused on the host‐pathogen interaction, knowledge about the environmental lifestyle of the pathogen remains limited. We recently showed that the polymer chitin, which is extremely abundant in aquatic environments, induces natural competence as a mode of horizontal gene transfer and (...) that this competence regulon also includes the type VI secretion system (T6SS), a molecular killing device. Here, I discuss the putative consequences that chitin‐induced T6SS activation could have on intestinal colonization and how the transmission route might influence disease outcome. Moreover, I propose that common infant animal models for cholera might not sufficiently take into account T6SS‐mediated interbacterial warfare between V. cholerae and the intestinal microbiota. Discarding the traditional image of the Enlightenment as the absolute (...) enemy of absolutism, Gordon, in this sense, follows Norbert Elias and Robert Darnton who treat the Enlightenment as part of an elitist and hierarchical establishment. More specifically, as his subtitle indicates, Gordon portrays the invention of a “nonpolitical polis” (p. 6), an ideological social space where, despite political inequality, citizens could practice social equality in a hierarchical régime. The rise of this “nondemocratic egalitarian ethos” (p. 7) brought with it a new cult of sociabilité, a term invented in the eighteenth century to describe the idealization of the private sphere and the practice of social equality.The first chapter, then, ties sociability not to democracy, as in the Habermasian model, but to the absolutism that stimulated it and coexisted with it. A series of five ideal types of sociability depict how men and women, members of the bourgeoisie and the aristocracy, came together—in commerce, public welfare, scientific academies, salons, cafés, public libraries, and various other social situations not protorevolutionary in character—to create a bond among equals [End Page 279] under the ancien régime. In this framework, progress and modernity are born during the absolute monarchy where sociability suggests conviviality rather than class warfare. Every major French novel of the eighteenth century supports Gordon’s refutation of De Toqueville’s surprising statement that “noblemen and bourgeois never met except by chance in private life “in prerevolutionary France” (p. 27).In chapters two and three, Gordon examines the nature of the rules of sociability found in courtesy literature and their functioning as the imagined basis of the newly invented idealized space called société. In addition to analyzing in great detail the nature and frequency of the vocabulary invented to define and describe sociabilité, Gordon discusses sociabilité in the context of natural law theory in Hobbes, Bossuet, and among others, Pufendorf, who wanted to refute Hobbes by showing that self-interest leads humans to establish stable social relations even before government orders them to do so. Holbach surfaces here too for having amalgamated the older language of politeness and the newer language of natural law. In Holbach, as in the Encyclopédie, sociability, based on egalitarian premises of natural law, is nonetheless fully compatible with the hierarchical regime. Among other things, this shows clearly that the philosophes never preached the French Revolution. Striving to eliminate the abuses of despotism and establish equality in private life was not tantamount to working for political equality and the abolition of all rank. In this same vein, Gordon paints the apolitical essence of the private sphere and, by a rigorous study of the seventeenth-century manuals of polite living, shows convincingly (this time against Elias who saw the court as a model of refined behavior) that the salon was indeed a world unto itself, independent of preexisting social hierarchies. Rejecting Paul Hazard’s conception of absolute rupture between seventeenth-century culture and eighteenth-century thought, Gordon destroys the facile dichotomy between seventeenth-century hierarchy and eighteenth-century equality and, once again, admirably depicts the compatibility of Enlightenment and absolutism.If chapters one to three underscore a certain continuity between the seventeenth and eighteenth centuries, chapters four and five explain important changes. It is not, for example, the mere preservation of the idea of sociable communication but rather its new use that is germane in understanding the Enlightenment. Now “conversation” and “civility” no longer had meaning only for an urban elite but had in fact become ideals in all philosophical endeavors including the writing of universal history. What happens when we blur time and allow ourselves to haunt or to become haunted by ghosts of the past? Drawing on archaeological, historical, and ethnographic data, Blurring Timescapes, Subverting Erasure demonstrates the value of conceiving of ghosts not just as metaphors, but as mechanisms for making the past more concrete and allowing the negative specters of enduring historical legacies, such as colonialism and capitalism, to be exorcised.

This essay introduces this special issue on virtue ethics in relation to military AI. It describes the current situation of military AI ethics as following that of AI ethics in general, caught between consequentialism and deontology. Virtue ethics serves as an alternative that can address some of the weaknesses of these dominant forms of ethics. The essay describes how the articles in the issue exemplify the value of virtue-related approaches for these questions, before ending with thoughts for further research.

Predictive processing framework has found wide applications in cognitive science and philosophy. It is an attractive candidate for a unified account of the mind in which perception, action, and cognition fit together in a single model. However, PP cannot claim this role if it fails to accommodate an essential part of cognition—conceptual thought. Recently, Williams argued that PP struggles to address at least two of thought’s core properties—generality and rich compositionality. In this paper, I show that neither necessarily presents a (...) problem for PP. In particular, I argue that because we do not have access to cognitive processes but only to their conscious manifestations, compositionality may be a manifest property of thought, rather than a feature of the thinking process, and result from the interplay of thinking and language. Pace Williams, both of these capacities, constituting parts of a complex and multifarious cognitive system, may be fully based on the architectural principles of PP. Under the assumption that language presents a subsystem separate from conceptual thought, I sketch out one possible way for PP to accommodate both generality and rich compositionality. (shrink)

Sparrow argues that military robots capable of making their own decisions would be independent enough to allow us denial for their actions, yet too unlike us to be the targets of meaningful blame or praise—thereby fostering what Matthias has dubbed “the responsibility gap.” We agree with Sparrow that someone must be held responsible for all actions taken in a military conflict. That said, we think Sparrow overlooks the possibility of what we term “blank check” responsibility: A person of sufficiently high (...) standing could accept responsibility for the actions of autonomous robotic devices—even if that person could not be causally linked to those actions besides this prior agreement. The basic intuition behind our proposal is that humans can impute relations even when no other form of contact can be established. The missed alternative we want to highlight, then, would consist in an exchange: Social prestige in the occupation of a given office would come at the price of signing away part of one's freedoms to a contingent and unpredictable future guided by another agency. Discursive psychology approaches discourse not as the product or expression of thoughts or mental states lying behind or beneath it, but as a domain of public accountability in which psychological states are made relevant. DP draws heavily on conversation analysis in examining in close empirical detail how ostensibly psychological themes are handled and managed as part of talk’s everyday interactional business. A brief worked example is offered, in which the intentionality of a person’s actions is handled in the course of (...) police interrogation, in ways that perform police work. Degrees of intentionality are partialled out with regard to specific actions or components of actions, and with regard to how actions are described in ways that map onto how crime categories are defined in law. Cognitive states are generally relevant in discourse in the same manner, as participants’ concerns with regard to action categories and accountability on and for the occasions they are invoked. This paper focuses on Information Warfare—the warfare characterised by the use of information and communication technologies. This is a fast growing phenomenon, which poses a number of issues ranging from the military use of such technologies to its political and ethical implications. The paper presents a conceptual analysis of this phenomenon with the goal of investigating its nature. Such an analysis is deemed to be necessary in order to lay the groundwork for future investigations into this topic, addressing (...) the ethical problems engendered by this kind of warfare. The conceptual analysis is developed in three parts. First, it delineates the relation between Information Warfare and the Information revolution. It then focuses attention on the effects that the diffusion of this phenomenon has on the concepts of war. On the basis of this analysis, a definition of Information Warfare is provided as a phenomenon not necessarily sanguinary and violent, and rather transversal concerning the environment in which it is waged, the way it is waged and the ontological and social status of its agents. The paper concludes by taking into consideration the Just War Theory and the problems arising from its application to the case of Information Warfare. (shrink)

Hepatitis B virus infects about 200 million people worldwide yearly. The consequences of the infection range from mild, self‐limiting hepatitis with full recovery and immunity to chronic infection with liver disease of varying severity, including fulminant hepatitis and death. Alternatively, individuals may become healthy carriers of the virus and thus serve as a reservoir of infection. In addition, all chronic carriers of the virus are also at risk for development of primary hepatocellular carcinoma later in life. Efforts to combat this (...) disease on a global scale require an inexpensive vaccine. Studies of the hepatitis B viral coat protein (HBsAg) have permitted the development of two generations of vaccine to date, and detailed structural studies of its antigenic sites may eventually allow the development of a completely synthetic (and therefore inexpensive) vaccine in the future. ABSTRACTJesse Kirkpatrick's ‘Drones and the Martial Virtue Courage’ constitutes the most thorough attempt to date to show that the operators of remotely piloted aircraft can display martial courage and therefore that it may sometimes be appropriate to award them military honours. I argue that while Kirkpatrick's account usefully draws our attention to the risks faced by drone operators and to the possibility that courage may be required to face these risks, he is much less successful in establishing that operators are (...) capable of cultivating and displaying martial courage. It has been commonly claimed that prehistoric warfare in Japan began in the Yayoi period. Population increases due to the introduction of agriculture from the Korean Peninsula to Japan resulted in the lack of land for cultivation and resources for the population, eventually triggering competition over land. This hypothesis has been supported by the demographic data inferred from historical changes in Kamekan, a burial system used especially in the Kyushu area in the Yayoi period. The present study aims to (...) examine the previous claim by using an expanded dataset of human skeletal remains and Kamekan. First, in order to quantify the intensity of warfare, we developed a database of injured individuals found in the middle phase of the Yayoi period in two large populations in the northern Kyushu area, the Fukuoka plain and the upperand middle-stream of the Homan River. Second, we collected Kamekan data from site reports published after 1990 and constructed a comprehensive database to infer the demography in these areas. Finally, we compared the frequency of injured individuals and the inferred demography. The results suggest that the frequency of injured individuals and the population increase tended to be higher at the upper- and middle-stream of the Homan River than on the Fukuoka plain. Different assumptions of the lifetime of each type of Kamekan can produce mixed results on the relationship between demography and the frequency of injured individuals. They were positively correlated under the traditional assumption of constant time intervals, while there was no correlation using time intervals based on carbon dating by the National Museum of Japanese History. Thus, our results are partially consistent with the previous claim that the population increase and the lack of land and resources due to the introduction of agriculture were causes of warfare in the northern Kyushu area in the middle phase of the Yayoi period. On Surface and Place is a rich and poetic exploration of surfaces which foregrounds their significance in our understanding and experience of place. Adopting weaving as its overarching metaphor, it departs from Gottfried Semper's discussion of correspondences between architecture and textiles, and emerges from the reading of photographs, a swatch of Harris Tweed and curtain wall façade juxtaposed. In juxtaposing the fabric of the city with the weave of Harris Tweed the book charts an original course across a range (...) of connected ideas and questions, combining many different themes, writers and disciplines. It presents integrated and innovative rethinkings on a number of fundamental relationships, including correlations between body and building, word and image, and between the rural and the metropolitan, and the hand-crafted and the mass-reproduced. Cognitive warfare—controlling others’ mental states and behaviors by manipulating environmental stimuli—is a significant and ever-evolving issue in global conflict and security, especially during the COVID-19 crisis. In this article, we aim to contribute to the field by proposing a two-dimensional framework to evaluate China's cognitive warfare and explore promising ways of counteracting it. We first define the problem by clarifying relevant concepts and then present a case study of China's attack on Taiwan. Next, based on predictive coding theory (...) from the cognitive sciences, we offer a framework to explain how China's cognitive warfare works and to what extent it succeeds. We argue that this framework helps identify vulnerable targets and better explains some of the conflicting data in the literature. Finally, based on the framework, we predict China's strategy and discuss Taiwan's options in terms of cognitive and structural interventions. (shrink)

Grey zone attacks tend to paralyze response for two reasons. First, they present us with choice scenarios of inherently dilemmatic structure, e.g., Prisoners’ Dilemmas and games of chicken, complicated by difficult conditions of choice, such as choice under risk or amid vagueness. Second, they exploit our uncertainty about how much we do or should care about the things under attack¬—each attack is small in effect, but their effects accumulate: how should we decide whether to treat a given attack as something (...) meriting a serious response rather than a mere irritation to be ignored? This chapter brings standard decision theoretic tools to bear on the issues, tools such as the maximization of expected utility principle, and the precautionary principle. But it also develops three innovations. It shows that seeing it as possible to make choices not just of actions given our values, but also choices of values themselves, can extricate us from certain kinds of decision paralysis. It shows how we can rationally regard ourselves as having bright decision lines even when nothing in the circumstance of choice has these lines in its structure. And it shows how certain conflict escalation risks from the former two strategies can be managed by both parties seeing that cooperation can yield a sharable surplus of goods, and that cooperation can be rational upon a rationally defensible change in their values so that each comes to derive utility from the success of both parties. This yields cooperative solutions to what amount to Prisoners’ Dilemmas. The Cold War was prosecuted on the logic of strategic rationality and that part of game theory that is deterrence theory. We need a new logic from decision theorists for the games that constitute grey zone conflict. (shrink)

In this book, derived from his dissertation, he examines three British novels written in three different eras of the twentieth century: Katherine Burdekin's Swastika Night (1937), Anthony Burgess's The Wanting Seed (1962), and P. D. James's The Children of Men (1992). In each novel, Atasoy argues, the protagonists move from an ignorance that served the interest of the dystopian forces to a resistant knowledge that should be read as offering hope, both as resistance and as knowledge.The book is organized in a straightforward way, with an introduction, conclusion, and then three analytical chapters, one for each of the novels. The introduction is expansive, offering both brief surveys of the nature of utopia and dystopia and a recounting of a number of themes taken up by dystopian texts: education, politics, gender roles, family life, and more. Layered onto this is a discussion of theorizing around knowledge and power and the transition from ignorance to understanding. The chapters focused on the individual novels are all similarly expansive. Atasoy offers biographical information about the authors along with considerations of the primary social and political events to which the authors might be responding. The analyses of the novels focus primarily on the motivations of the protagonists, but interspersed in the plot summaries are narrative cul-de-sacs explaining particular textual details (for example, the discussion of Theo's choice of the Greek statue of Diadoumenos as allocation to leave a note for the Warden [James, 37]). These [End Page 519] little detours are often interesting but can be distracting from the primary analytic focus.The analyses themselves also cover a lot of territory. The middle section of the chapter on The Children of Men (118–34) includes discussions of power, eugenics, religion, sexuality, punishment, assisted suicide, and immigration. Each of these is used to elucidate modes of social and political control wielded by the Warden, but the sheer number of issues included in the fast-moving analysis left me wanting more. Atasoy's analysis of Quietus nicely captures the ways in which James has created a world where the elderly are both encouraged and manipulated to end their lives for the good of the whole. This discussion fits especially well with the larger focus of his analysis on modes of social engineering. Fewer themes and more close readings like this one would have deepened the reading experience. But for anyone beginning a project on one of these novels, this book is a good place to start.This book begins and ends with the interesting contention that times of catastrophe diminish the literary production of utopia, and potentially the capacity for hope itself. While the point of this book is not to defend this claim empirically, it is one worth considering for any scholar of utopia, or any person interested in the potential of future change for the better. The book may underplay the fact of twentieth-century literary utopias (there is a brief discussion of the feminist utopias written in the 1970s and 1980s), but it is surely correct that there is an imbalance in the production of utopia in favor of dystopia. Utopias are more challenging to construct and potentially (especially in this day and time) less formulaic than dystopia, which is an increasingly popular (and marketable) genre.Kim Stanley Robinson noted in a recent interview that "[utopias] shape people's conception of what's possible that could be good in the future."1 Atasoy's book offers the possibility that a close reading of dystopian texts might well help us uncover other ways of finding out what future good is possible. This study analyzes the domestic political, economic, and social conditions in the Western Balkans that provide fertile ground for hostile and maligned actors to manipulate and exploit governments and societies with hybrid war measures, namely cyberattacks and cyber intrusions and disinformation and fake news. It begins with a review and assessment of the prevailing empirical and theoretical literature on hybrid warfare. It then describes two leading empirical indices that measure degrees of permeability and structural vulnerability that elevate or reduce (...) the risks associated with maligned and hostile interventions. The article also examines leading indicators measuring resilience levels in cybersecurity and media/information literacy, highlighting political, social, and economic vulnerabilities. It concludes by suggesting that domestic conditions in the region encourage maligned and hostile actors, especially Russia and for different reasons and to a lesser extent China and Turkey, to use hybrid measures to exploit the region. The article proposes that in addition to strengthening institutions and trust, membership in NATO and the E.U. are directly related to mitigating structural vulnerability and reducing uncertainty and insecurity in the Western Balkans.
